How it all works

The Control of Asbestos Regulations 2006 (CAR) introduced in November 2006 brought together three previous sets of regulations and covers the prohibition of asbestos, the control of asbestos at work and asbestos licensing.

Asbestos management system

The control of asbestos Regulations 2006 includes the duty to manage asbestos for all owners, occupiers and managers of commercial premises in order to assess the risk to health of possible asbestos exposure to employees, contractors and others using their facilities.

Geared primarily to protect against incidental exposure to asbestos, the regulations require:

  • The compilation of an inventory of asbestos containing materials (ACM’s).
  • Asbestos material risk assessments that show the location, condition, type and extent of any asbestos.
  • The compilation of a prioritised action plan showing how the materials containing asbestos are managed.
  • The compilation of risk assessments to show how people potentially exposed to asbestos can work safely without risk.
  • The recording and archiving of all the documentation and actions taken.
  • A continuous review of all asbestos containing materials in order to assess their ongoing condition and the risk this may present to others.
  • The recording and archiving of all the documentation and actions taken.
